• Bachelor's Degree in Civil Engineering from a recognized University or equivalent
• 15 (fifteen) years' experience in formulation, execution and construction of civil works including construction of hill roads.

• The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of the receipt of applications).

• Rs.18,400-500-22,400/- (5th CPC)/ PB-4 Rs.37,400-67,000/- + Grade Pay Rs.10,000/- (6th CPC) corresponding to Level 14 of Pay Matrix of 7th CPC.
• with 2(two) years' service in the grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs. 16,400-20,000/- (5th CPC) / PB-4 Rs.37,400-67,000/- + G.P. Rs.8,900/-(6th CPC) corresponding to Level 13A of Pay Matrix of 7th CPC or equivalent in the parent cadre/department; or
• with 3(three) years' service in the Grade rendered after appointment thereto on a regular basis in posts in the scale of pay of Rs.14,300-18,300/- (5th CPC) / PB-4 Rs.37,400-67,000/- + G.P. Rs.8,700/- (6th CPC) corresponding to Level-13 of Pay Matrix of 7th CPC or equivalent in the parent cadre or Department
