The Indian Red Cross Society (IRCS), established under Parliament Act XV of 1920, serves as the largest statutory humanitarian organization, aiding the Government and Armed Forces Medical services in saving lives, protecting livelihoods, and offering relief during disasters and emergencies. The Society, with the Hon'ble President of India as its President and the Hon'ble Union Minister for Health & Family Welfare as its Chairman, is seeking applications for the positions of Deputy Secretary and Under Secretary at its New Delhi Headquarters on a deputation basis.
Eligible candidates must be well-versed in administrative work, Central Secretariat Services regulations, court cases, and RTI matters. The Deputy Secretary position requires holding an analogous post or equivalent in the Government of India, while the Under Secretary position necessitates either holding an analogous post or having eight years of regular service in the Grade of Section Officer or equivalent. Candidates must possess managerial, interpersonal, drafting, and financial skills.
The deputation period is initially for three years, extendable as per DoPT rules, with pay and allowances as per government guidelines. Applications, along with required documents, should be submitted to the Joint Secretary (Administration), IRCS, New Delhi, by May 31, 2024. Late or incomplete applications will be rejected, and candidates cannot withdraw their candidature once applied. Cadre Controlling Authorities should only forward applications of officers who can be spared if selected.

Eligibility Criteria for IRCS Recruitment 2024
Deputy Secretary:
- Holding analogous post of Deputy Secretary or equivalent at level-12 in Ministries/ Depts/ Attached/ Subordinate Offices in the Govt. of India or Group 'A' officers of Govt. of India
- Holding the post of Under Secretary or equivalent in the level-11 with 5 years regular service or or Group A officers of Govt. of India with 6 years service in the level-10 of the pay matrix.
- It is essential to have adequate experience in General Administrative work which may include good managerial and interpersonal skills, good noting and drafting skills and communication ability and experience in financial matters and purchasing procedures.
Under Secretary:
- Holding analogous post of level in May er guyalent at Attached/ Subordinate Offices in the Govt. of India OR Group B officers with 8 years of regular service in the Grade of Section Officer or equivalent at Level-8
- It is essential to have adequate experience in General Administrative/ Establishement work , good managerial and interpersonal skills (lil) good noting and drafting skills and communication ability and experience in financial matters and purchasing procedures.
Pay Scale for IRCS Recruitment 2024
- The pay and allowances for the positions are in accordance with the current guidelines set forth by the Department of Personnel and Training (DoPT), as outlined in the Office Memorandum (O.M.) No. 6/8/2009-Extt. (Pay II) dated 17.06.2010, and subsequent amendments.
- For the Deputy Secretary role, the pay level is at Level 12 of the Pay Matrix, which includes the pre-revised Pay Band 3 (15,600-39,100) along with a Grade Pay of Rs. 7600/-. As for the Under Secretary position, it corresponds to Level 11 of the Pay Matrix, consisting of the pre-revised Pay Band 3 (15,600-39,100) with a Grade Pay of Rs. 6600/-

- Completed application should be sent through proper channel in the prescribed proforma to Joint Secretary ( Administration), Indian Red Cross Society, 1, Red Cross Road, New Delhi- 110001 along with Up-to-date copies of ACRs/APARs for the last five years duly attested on each page by a Group 'A' Officer, Cadre Clearance, Vigilance Clearance
- The last date for receiving applications is 31.5.2024. Applications received after the closing date or without prescribed documents or otherwise found incomplete or not in the prescribed proforma are liable to be rejected and no correspondence shall be entertained in this regard.
- Officers who apply for the post will not be allowed to withdraw their candidature subsequently. Cadre Controlling Authorities may ensure that the applicants of only those officers are forwarded who can be spared on being selected
