About HRRL
HPCL Rajasthan Refinery Limited (HRRL) is a joint venture established on September 18, 2013, between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan (GOR). It is currently constructing a refinery-cum-petrochemical complex with a capacity of 9 million metric tonnes per annum (MMTPA) in Pachpadra, Barmer district, Rajasthan.
The complex will also include facilities for producing 2.4 MMTPA of petrochemical products. Originally conceptualized in 2008 and approved in 2013, the project is structured with HPCL holding a 74% stake and GOR owning 26%. Mechanical completion is anticipated within four years from the receipt of all regulatory approvals, and as of February 21, 2023, over 60% of the project has been accomplished.
